The INN Between, a non-profit end of life and medical respite center for individuals experiencing homelessness, seeks a qualified, licensed contractor to bid on a carpeting removal and replacement project located at 1216 E 1300 S, Salt Lake City, UT, 84105.

Remove and dispose of existing basement carpeting and replace with new, commercial grade carpeting. The INN Between will submit a sample of the current carpeting for asbestos testing prior to bid meeting. All work shall be completed according to building codes referenced on blueprints as well as Utah Office of Administrative Rules for Assisted Living Facilities, Section RS-432.

To be eligible to bid, contractors must have been in business for a minimum of five years and must attend a mandatory pre-bid meeting on Tuesday, June 10th, 2020 at 2:00 pm, at the facility, 1216 E 1300 S, Salt Lake City, UT, 84105. During this meeting, contractors will discuss parameters of work, ask questions, and view the project location. Please bring samples of commercial carpeting with you to bid meeting with relevant specifications and costs. Attendees who are not feeling well may not enter the building, and all attendees will go through a COVID-19 screening process prior to entering building, and must wear a face mask at all times while in the building (surgical mask, N-95, KN-95 – masks are available at The INN Between).  


  1. Bids must be submitted in writing, in a sealed envelope labeled “CARPET REPLACEMENT PROJECT” to The INN Between at 1216 E 1300 S, Salt Lake City, UT, 84105. Bids cannot be emailed or delivered electronically.  
  2. Bids should list cost for labor, materials, permitting, profit and overhead, incidentals. It is understood that bid is inclusive of all aspects required for full completion of project being bid on.  
  3. Submissions that include only a partial listing of bid items may be deemed non-responsive.   
  4. The bid will be awarded to the lowest responsible and responsive bidder. The INN Between reserves the right to cancel RFB or the reject any and all bids, in whole or in part, when it is deemed to be in the best interest of The INN Between. 
  5. Bid and performance bonds are required.

Deliver your bid early. Late bids will not be accepted. Bids will be publicly opened, read aloud and logged at 3:05 pm.  


All work must be completed by Monday, July 13,  2020.   


This project will be a FEDERALLY FINANCED COMMUNITY DEVELOPMENT PROJECT.  All rules and regulations governing such projects will be applicable.  The contract is to be awarded to the lowest responsible and responsive bidder, whose bid meets the requirements and criteria set forth in the request for bids.  Requirements for prevailing wage rates and certified payrolls apply as it is subject to the Davis-Bacon Act.

Also, work to be completed under this project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, the purpose of which is to ensure employment and other economic opportunities generated by HUD-assisted projects shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

All prime contractors participating in this project must have a Data Universal Numbering System (DUNS) number and be registered on the federal System for Award Management (SAM) at They are also responsible for ensuring all subcontractors are registered on and have not been debarred.
