The INN Between, a nonprofit end of life and medical respite center for individuals experiencing homelessness, seeks qualified electrical contractors to bid on an electrical upgrade to emergency power system. Job site is located at 1216 E 1300 S, Salt Lake City, UT 84105. The project includes adding 16 circuits to an existing breaker panel attached to emergency backup generator

Addition of eight, 20-amp breakers to power 16 circuits in client rooms. 100-amp panel connects to emergency backup generator in the event of power outage. Contractor is responsible for verifying all information and obtaining all applicable permits. Work must comply with Utah Office of Administrative Rules (Ut Admin Code R432-230) in addition to any applicable building codes. Utah Office of Administrative Rules for Assisted Living Facilities, Section RS-432.   


To be eligible to bid, contractors must have been in business for a minimum of five years and must attend a mandatory pre-bid meeting on October 5 , 2020 at 10:00 am, at the facility, 1216 E 1300 S, Salt Lake City, UT. During this meeting, contractors will participate in a walk- through of the project, discuss scope, and can ask clarifying questions. Attendees who are not feeling well may not enter the building, and all attendees will go through a COVID-19 screening process prior to entering building, and must wear a face mask at all times while in the building (surgical, N-95, KN-95 masks are available at The INN Between).  


  1. Bids must be submitted in writing, in a sealed envelope labeled “BACKUP POWER UPGRADE PROJECT” to The INN Between at 1216 E 1300 S, Salt Lake City, UT, 84105. Bids cannot be emailed or delivered electronically.  
  2. The bid must be itemized by categories of labor, materials, permitting (if required), profit and overhead.  A performance bond is required.
  3. Submissions that include only a partial listing of bid items may be deemed non-responsive.  
  4. Bids will be publicly opened at 4:05 PM and logged.

Deliver your bid early. Late bids will not be accepted. Bids will be publicly opened, read aloud and logged at 4:05 pm.  


All work must be completed by December, 18 2020.   


This project will be a FEDERALLY FINANCED COMMUNITY DEVELOPMENT PROJECT.  All rules and regulations governing such projects will be applicable.  The contract is to be awarded to the lowest responsible and responsive bidder, whose bid meets the requirements and criteria set forth in the request for bids.  Requirements for prevailing wage rates and certified payrolls apply as it is subject to the Davis-Bacon Act.

Also, work to be completed under this project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, the purpose of which is to ensure employment and other economic opportunities generated by HUD-assisted projects shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

All prime contractors participating in this project must have a Data Universal Numbering System (DUNS) number and be registered on the federal System for Award Management (SAM) at They are also responsible for ensuring all subcontractors are registered on and have not been debarred.
