RFP for Card Access System

The INN Between, Utah's hospice for the homeless, seeks a contractor with experience installing card access systems for a project on a nursing home. A mandatory pre-bid meeting will be held on Wednesday, April 4, 2018, at 2 pm at 1216 E. 1300 S, Salt Lake City. During this time, you will tour the facility and see the doors planned for card access. Also, during this time, contractors may make suggestions to enhance the project.

PROJECT OVERVIEW

Project includes approx 26 doors (5 exterior doors and 21 interior doors). Some doors currently have a keypad access point. Access card should be able to be waived over access point (rather than swiped). Cards should be able to be programmed to open specified doors and operate during specified times.

4/5/18         Start of Bid Acceptance Period – sealed bids must be printed and either mailed or hand delivered to The INN Between, 340 S. Goshen, SLC, UT 84104.

4/18/18       10 am Bid Deadline – all sealed bids must be received by The INN Between, 340 S. Goshen, SLC, UT 84104. Bid opening at 10:05 am.

4/20/18       Final Selection of Contractor.

4/23/18       Earliest Project Start Date.

6/30/18       Latest Project Completion Date.

NOTICE TO ALL PROSPECTIVE CONTRACTORS

This project will be a FEDERALLY FINANCED COMMUNITY DEVELOPMENT PROJECT.  All rules and regulations governing such projects will be applicable.  The contract is to be awarded to the lowest responsible and responsive bidder, whose bid meets the requirements and criteria set forth in the request for bids.  Requirements for prevailing wage rates and certified payrolls apply as it is subject to the Davis-Bacon Act.

Also, work to be completed under this project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, the purpose of which is to ensure employment and other economic opportunities generated by HUD-assisted projects shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

All (sub)contractors participating in this project must have a Data Universal Numbering System (DUNS) number and be registered on the federal System for Award Management (SAM) at sam.gov.
