As we celebrate 10 years of service at The INN Between, I am filled with deep gratitude and pride. What began as a vision to ensure no one dies alone on the streets has grown into a compassionate community where people experiencing homelessness receive dignity, comfort, and care at the most critical times in their lives.

Over the past decade, we have walked alongside hundreds of individuals on their journeys of healing, hope, and peace. Together—with our dedicated staff, volunteers, donors, and partners—we’ve created a safe haven where end-of-life and medical respite care meet human connection.

This milestone is not just about the years—it’s about the lives touched, the stories shared, and the promise that every person matters. Thank you for believing in our mission and helping us carry it forward. Here’s to the next 10 years of compassion, collaboration, and courage.

Celebrated 5 years during the COVIDpandemic–During the COVID-19 pandemic, The INN Between faced unprecedented challenges. To protect our vulnerable residents, the facility went into lockdown, volunteers were temporarily paused, and both staff and residents adhered to strict safety protocols, including masking at all times. Thanks to the extraordinary support of our community and the diligence of our team, we are proud to say that we avoided any community spread of the virus.

H.B 34 Medical Respite Waiver Signed by Gov. Cox

In 2021, Governor Spencer J. Coxsigned House Bill 34, also known as the Medical Respite Care Pilot Program, into law. HB 34 directed the Utah Department of Health to apply to CMS for a Medicaid 1115 waiver (or state plan amendment) to fund medical respite care—a program offering short-term housing coupled with supportive medical services—for homeless adults under the Medicaid expansion population. This piece of legislationwas sponsored by Representative James Dunnigan and Senator Evan Vickerr.

100th Passing

This is a bitter-sweet moment in our history,” reflects Executive Director Jillian Olmsted. “Since we opened our doors in 2015, we have provided a safe, welcoming home for many medically frail individuals experiencing homelessness. Today we celebrate the 100 people who have come to live with us, experienced acceptance, love, and care, and eventually died housed, not homeless surrounded by a compassionate community of friends and caregivers.

What We've Learned

Ten years ago, The INN Between opened its doors with a bold mission: to ensure that no one dies alone on the streets of our community. What began as a vision to meet an urgent and heartbreaking need has grown into a nationally recognized model for medical respite and end-of-life care for people experiencing homelessness.

Along the way, we’ve learned powerful lessons—lessons about compassion, collaboration, and the healing power of home. These are three of the most important truths we carry forward into our second decade.

A Gap No One Was Filling

When The INN Between opened its doors 10 years ago, we faced a problem that existing systems couldn’t solve: how do you provide true dignity and care for people experiencing homelessness at the end of life or during serious medical crises?

Traditional healthcare and housing models were designed with certain assumptions—that people had insurance, families, or stable homes to recover in. These models left our most vulnerable neighbors falling through the cracks. Shelters weren’t equipped to manage complex medical needs. Hospitals couldn’t discharge patients without a safe place to heal. Hospice agencies lacked a way to serve those without housing.

Designing from Compassion

Social model hospices and medical respite facilities are doing a great job filling the gaps. How could we take our program a step further?

So, we built something new. We designed from compassion. Over the last few years, every bed, every program, and every policy at The INN Between grew from listening to our residents and asking, What would it feel like to be safe, cared for, and treated with dignity here? That guiding principle helped us create a model that doesn’t just “fit” people into a system—it builds a system that meets people where they are. Today, we are more than a program-we are a community within these walls.

A Flexible Model for Real Lives

Our flexible model provides medication management and nursing support for daily needs, while welcoming residents who need stability to qualify for lifesaving treatments, undergo surgeries-including transplants-or manage acute medical conditions. Alongside this, residents access on-site primary care, professional mental health supports, life skills training, group activities and community outings that foster connection and belonging.

But compassion doesn’t stop with our residents. Several years ago, we turned our focus inward to ensure our greatest assets—our employees—were supported as well. We committed to paying a livable wage, providing full benefits, and offering mindfulness, stress reduction, and resilience training to prevent compassion fatigue. Caring for our staff ensures that they, in turn, can care for our residents with the empathy and dedication our mission requires.”

A decade later, compassion continues to guide everything we do. What began as a response to a gap in the system has grown into a living community where dignity, safety, and healing are always at the center.

The Road Ahead

As we look toward the next chapter of our mission, we envision a future where The INN Between operates at its fullest potential —a safe, compassionate home for up to 80 residents at a time. By using our building to its maximum capacity, we can ensure thatmore of our most vulnerable neighbors receive the dignified care they deserve.

Our commitment is unwavering: no one should suffer or die alone on the streets. We will continue to provide comfort, companionship, and quality care to those facing medical crises or the end of life, offering hope and humanity where it is needed most.

Beyond our own walls, we will support other communities working to open facilities that provide care for people experiencing homelessness in medical crisis —sharing our knowledge, experience, and passion to help them succeed.

To secure the future of our work, we are establishing long-term sustainability through Medicaid billing and diversified, ongoing funding. This ensures our doors remain open, our programs remain strong, and our impact continues to grow —so that for decades to come, The INN Between stands as a place of healing, dignity, and compassion.
